An 1850 census shows him living with his parents, G.W. Philips and Martha Philips in Key West, Florida.
Enlisted 7/10/61 at Tampa. Employed as a nurse at Wayside Hospital, Meridian, Mississippi in August 1863.He was transferred to the Confederate Navy 4/10/64.
